During the course of production, quality issues are bound to occur, but the real issue is whether they are “nipped in the bud” or whether they will evolve into much bigger problems.
Defective parts can easily slip through the full manufacturing process, only to be discovered when it’s too late. Ideally, such discoveries are made before shipping. However, if they are caught early in the production process this makes a significant difference on the cost of recall.
